Economic Impact Study of the Downtown Columbia Plan, BAE, October 2009 The Howard County Economic Development Authority (HCEDA) hired Bay Area Economics (BAE) to conduct an economic impact analysis of the proposed plan for Downtown Columbia. Using a model called IMPLAN, BAE analyzed and compared: the proposed General Plan Amendment by phase and at buildout (“Downtown Plan”); and the buildout of the remaining development potential under the development intensity (“Status Quo Scenario”).
