Dr. Tim Collins Elected as Chairman of the HCEDA Board of Directors

Dr. Tim Collins, Chief Government Relations Officer at the Johns Hopkins University Applied Physics Laboratory (JHU/APL), has been elected as the Chairman of the Board of Directors for the Howard County Economic Development Authority (HCEDA).

The HCEDA Board of Directors are representatives from the private sector who have fiduciary oversight and provide for the strategic direction of the HCEDA.

“It is a privilege to serve the citizens of Howard County in this capacity and alongside a dedicated group of Directors on this Board,” said Collins. “We look forward to working with this outstanding organization as we seek to continue to help make Howard County the best place to live, work, and operate a business.”

Dr. Collins also expressed gratitude to his predecessor, Mr. Joe Mezzanotte, for his leadership as Chairman for the past three years. Collins served as a board member during that time.

“We have been grateful to have Dr. Collins support over the past three years as a board member and I look forward to his assistance in guiding the HCEDA through this new role during the years to come,” said Lawrence Twele, CEO of the HCEDA. “I am confident that his leadership will help our organization to have an even greater impact on the community we serve.”

Dr. Collins is the inaugural Chief Government Relations Officer at the Applied Physics Laboratory. As the nation’s first and largest University Affiliated Research Center, Howard County-based APL has over 6,300 staff members who are making critical contributions to a wide variety of nationally and globally significant technical and scientific challenges in both the national security and space domains.

In his current senior executive leadership role, he oversees comprehensive governmental relations activities across the Laboratory on behalf of the Department of Defense, the Intelligence Community, the National Aeronautics and Space Administration, and other Federal agencies.

Prior to his current appointment, Dr. Collins served as APL’s Mission Area Executive heading up all aspects of the precision engagement systems, engineering, science, and technology portfolio. In this capacity, he also provided advice and counsel for senior government officials handling matters in the application of emerging technology for enhancing national security.
